A public test is where a public test link is generated and can be taken up by all candidates, by sharing the link on various social media platforms, groups, etc.
A private test or an invite-only can be taken only by a select few candidates who are invited by the platform via email. The evaluator can invite specific candidates through email from where they can directly take up the test.
Public Tests are mostly used for mass hiring or campus recruitments.
